In January 2020, staff applied for and received a state grant to develop an LRSP for the City.  An LRSP provides a framework for local agencies to identify, analyze, and prioritize roadway safety improvements on local roads.  As part of the scope of services to be provided, a list of prioritized traffic safety projects and potential grant funding sources will be identified in the LRSP. The LRSP will provide the City the opportunity to proactively correct high collision locations and prevent local road injuries and fatalities.  Starting in April 2022, Caltrans will require any agency applying for Highway Safety Improvement Program (HSIP) funding to have an adopted LRSP. 

Staff sent out five (5) requests for proposal to engineering consultant firms for the development of the LRSP and received four (4) proposals.  A panel consisting of three staff members rated the proposals on the basis of qualifications, work plan, and references.  Based on the evaluation results, AGA Engineers, Inc. was rated the highest.  the following is a summary of the ratings:

There is no impact to the General Fund. The development of the LRSP is funded by the state LRSP grant and local match funds. The 10% local match will be funded by the traffic mitigation fee fund.

It is recommended that the City Council: 

• Award a contract to AGA Engineers, Inc., in the not to exceed amount of $77,956.00 to develop the Garden Grove Local Roadway Safety Plan (LRSP); and

• Authorize the City Manager to execute the agreement, and make minor modifications as appropriate thereto, on behalf of the City.
