Approval of a transfer agreement with the City of Santa Ana to receive subaward grant funds for Fiscal Year 2019 Urban Areas Security Initiative (UASI) Grant Program. (Action Item)

OBJECTIVE

To seek City Council approval to enter into a transfer agreement with the City of Santa Ana, as a Sub-Recipient of a federal grant from the Federal Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), through the State of California Governor’s Office of Emergency Services (CalOES). The City of Santa Ana, in its capacity as a Core City for the Anaheim/Santa Ana Urban Area (ASAUA), has applied for, received and accepted a grant entitled "FY 2019 Urban Areas Security Initiative" (UASI) Grant Program.

BACKGROUND

The City of Garden Grove has partnered with similar Department of Homeland Security Grant Programs, also known as Urban Area Security Initiative (UASI) for the past 16 years.  During this time the City has received funding for several Police and Fire projects and for the training of police and fire personnel. The training classes are free to first responders. The grant will provide reimbursement for personnel who assist with the instruction and delivery of the approved UASI courses. The training varies and has included courses such as Terrorism Liaison, Sovereign Citizen Extremism, Contacts with the Mentally Ill, and Vulnerability Threat and Risk Assessment.

DISCUSSION

The Office of Grants Management (OGM) has awarded $4,850,000.00 to the City of Santa Ana for use in the Anaheim/ Santa Ana Urban Area (ASAUA), for the term of April 9, 2020, through March 31, 2022. The funds are now available for distribution throughout the Operational Area, and the City of Garden Grove, as a Sub-Recipient, is authorized to participate in the grant funding. The grant program is designed to address the unique planning, equipment, training and exercise needs of high-threat, high-density Urban Areas, and assist them in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism. Pursuant to this agreement, the City of Santa Ana would be authorized to reimburse the City of Garden Grove for the transfer or purchase of equipment/services or for the cost of personnel who assist with the instruction and delivery of approved UASI courses in the ASAUA.

 

The UASI funds are not a direct allocation to the City of Garden Grove. Instead, the funds are provided to the Operational Area and are controlled in alternating years by Santa Ana PD and Anaheim PD. Through the Urban Area Working Group (UAWG), projects are identified and funded directly from the grant. These projects are generally regional in nature and involve training, communications, intelligence/information sharing, critical infrastructure, etc. As a sub-recipient of the grant, the City can request funding for a particular project that is Garden Grove specific. This is completed by submitting a proposal that will be vetted for viability through the Urban Area Working Group (UAWG).

FINANCIAL IMPACT

There is no impact to the General Fund.

RECOMMENDATION

It is recommended that the City Council:

 

  • Approve the FY 2019 UASI Transfer Agreement between the City of Santa Ana and the City of Garden Grove; and

 

  • Authorize the City Manager or the Chief of Police to sign the Agreement on behalf of the City as the authorized representative for the FY 2019 UASI grant.
