In April 2020, staff was informed that there were CDBG funds available for a parks and facilities capital improvement project. Staff identified Garden Grove Park as an eligible location for CDBG grant funds. Staff then prepared a scope of work that included the demolition of the large picnic pavilion and the three small picnic shelters, and the construction of ADA accessible sidewalks, slabs, new picnic pavilion, three new picnic shelters, tables, benches, barbeque grills, new playground equipment and surfacing, playground shade canopies, and electrical improvements that will allow for additional security lighting.

Staff solicited bids for the Garden Grove Park Improvement City Project No. 2163101280 on July 29, 2020. Fourteen (14) qualified bids were received and opened by the City Clerk's office at 11:00 a.m. on August 31, 2020.

Staff has re-evaluated the scope of work and budget for this project and has determined that the playground equipment, playground surface and playground shade units will be removed from the Garden Grove Park Improvement City Project No. 2163101280. Due to the change in scope of work, staff recommends the rejection of all bids.

There is no financial impact to the City's General Fund. This improvement is budgeted in the 2020-2021 Capital Improvement Budget, and is funded by CDBG and City Wide Park Fees.

It is recommended that the City Council:

• Reject all bids received on August 31, 2020, and authorize staff to readvertise an invitation for bids for the revised Garden Grove Park Improvement City Project No. 2163101280.
