BACKGROUND
The City recently completed a SCADA Master Plan and American Water Works Association Cybersecurity Assessment and seeks the services of a qualified firm to provide program management services for the implementation of the SCADA Master Plan and Cybersecurity recommendations.
As anticipated in the City's long-range capital plan, the SCADA Master Plan concluded that the City’s current SCADA System is obsolete and needs complete replacement, both hardware and software, with the exception of the fiber optic communication conduit. The SCADA Master Plan project portfolio consists of 22 projects to be implemented over a 5-year period with an overall estimated budget of $7.8 million, which includes design and construction. The project management/design component has a project cost of $3,182,944. The projects are categorized into Foundational and Global Improvement Projects, High Priority Projects, Medium Priority Projects, and Low Priority Projects.
The Program Manager will provide services to support overall implementation of all the projects as defined in the Master Plan which includes:
1. Control Strategy Development
2. Detailed Design
3. Bidding Support
4. Construction Management/Inspection
5. Program Management
6. Policy and Procedure Development
7. Programming and Configuration
8. Startup Support
