OBJECTIVE

For City Council to accept Project No.7281 as complete and authorize the City Manager to execute the Notice of Completion of Public Improvement and Work.

BACKGROUND

The City’s Active Transportation Program (ATP) federal grant application (Federal Project No. ATPL 5328-077) requested funds for environmental study, design, and construction of the subject project. Public Works Engineering has now completed all project construction, which is the last and final phase of the ATP grant.   

 

The project consisted of the construction of a bicycle and pedestrian trail in the  former Pacific Electric railroad right-of-way (ROW), currently owned by the Orange County Transportation Authority (OCTA), from Stanford Avenue to Brookhurst Street (about 3,725 ft.).   This is a continuation of the bicycle and pedestrian trail pilot project completed in 2014 in the OCTA ROW from Nelson Street to Stanford Avenue (about 800 ft.).  

DISCUSSION

On November 26, 2019, the City entered into a contract with Los Angeles Engineering Inc.  The project consisted of adding a 12 foot wide asphalt, bi-directional bike path, and an 8 foot wide decomposed granite pedestrian path.  Trail lights, decorative boulders, bollards, signing and striping, were also included. The improvements within the street ROW included modified street crossings, pedestrian-actuated crossing signals, and traffic signal modifications at the intersection of Brookhurst Street and Bixby Avenue.

 

The contractor, Los Angeles Engineering Inc., has completed the improvements in accordance with the plans, specifications, and other contract documents.

FINANCIAL IMPACT

There is no financial impact to the General Fund.  This improvement was funded by Federal Grant, AQMD, and Park Fees.

RECOMMENDATION

It is recommended that the City Council:

 

  •  Accept Project No. 7281, Bicycle and Pedestrian Trail on the OCTA ROW, from Stanford Avenue to Brookhurst Street as complete;

 

  • Authorize the City Manager to execute the Notice of Completion of Public Improvement and Work; and

 

  • Authorize the Finance Director to release the retention payment when appropriate to do so.
