To recommend that the Garden Grove Sanitary District (District) award a contract to Gannett Fleming, Inc., for professional engineering services, including civil engineering design and construction management and inspection for the Sewer System Rehabilitation Plan (SSRP) Phase 1, Sewer Main Lining and Spot Repair Project Nos. 3 & 4. |
| | | | | | | | BACKGROUND
The District completed the SSRP Phase 1 in July 2017. The study identified a list of replacement and lining projects with spot repairs. The SSRP Phase 1, Sewer Main Lining Project No. 3 & 4 are two of the proposed projects. These projects are in a residential area bounded by Dale Street, Brookhurst Street, Trask Avenue, and Lampson Avenue. The overall length of both projects is approximately 22,813 linear feet. The work includes, but is not limited to lining of 8-inch and 10-inch VCP pipe, spot repairs, moving and replacing sections of existing sewer mains, restoring existing sewer laterals after repair/lining, root removal, and repair of intruding laterals and manhole channels. |

Staff requested proposals from three (3) firms to provide professional engineering services and construction project management/inspection services. All three (3) consultants submitted proposals. A panel of three staff members rated the submitted proposals on the basis of qualifications without considering cost. Based on evaluation results, Gannett Fleming, Inc. rated highest in qualifications and ability to provide professional engineering services for this project. The following is a summary of the ratings with the highest total being the most qualified:

Upon selection of the most qualified firm, Water Services staff interviewed Gannett Fleming, Inc., and negotiated an agreement. |
| | | | | | | | FINANCIAL IMPACT
There is no impact to the General Fund. This project is included in Fiscal Year 2020-21 Capital Improvement Budget, and will be financed with Sewer Funds, in the amount of $301,049. |
| | | | | | | | RECOMMENDATION
It is recommended that the Sanitary District Board:
- Award a contract to Gannett Fleming, Inc., for professional engineering services including civil engineering design and construction management/inspection for the Sewer System Rehabilitation Plan Phase 1 Sewer Main Lining and Spot Repair Project Nos. 3 & 4, in the amount of $301,049; and
- Authorize the General Manager to execute the agreement on behalf of the Sanitary District, and make minor modifications as appropriate thereto.
