For the City Council to adopt a resolution proclaiming the termination of the local emergency due to civil unrest declared on June 2, 2020. |
| | | | | | | | BACKGROUND
On June 9, 2020 the City Council adopted Resolution No. 9638-20 ratifying the City Manager/Director of Emergency Services’ proclamation of a local emergency on June 2, 2020 due to civil unrest arising out protests that have turned violent in cities across the country, including nearby and surrounding cities. The protests arose out of the death of George Floyd on May 25, 2020 during his arrest in which an officer of the Minneapolis Police Department kneeled on his neck to detain him during the arrest, and then did not respond to Mr. Floyd's requests for help when he stated that he could not breathe.
Unfortunately, many of the protests that followed Mr. Floyd's death turned to violence, looting, and property damage, including in the nearby City of Long Beach where looting took place and the adjacent City of Santa Ana, where protesters threw rocks and fireworks at police officers. |
| | | | | | | | DISCUSSION
After the proclamation of the local emergency on June 2, 2020 and short curfews on June 2 and June 3 from 6 p.m. to 5 a.m., a protest was held in Garden Grove on June 3, 2020 from 3:30 p.m. to 6 p.m., which remained peaceful. As of the day this report was prepared, many protests have continued, however, in the last two weeks the protests have remained peaceful and the violence has stopped. |

It is recommended that the City Council:
- Adopt the attached Resolution proclaiming the termination of the local emergency due to civil unrest declared on June 2, 2020.
