DISCUSSION
The following is a brief summary of the three requirements mentioned above.
1. Seven-Year Capital Improvement Plan – Per OCTA’s eligibility requirements, the City must develop a 7-YR CIP, including all transportation capital projects scheduled to use Measure M2 revenues. All construction costs must also be identified. The City, however, is not obligated to deliver any projects included in the 7-YR CIP.
2. Pavement Management Plan – The City must update its PMP biennially. Each local jurisdiction is required to provide a plan that manages the preservation of paved roads by analyzing pavement life cycles, assessing overall system performance costs, and determining strategies and costs for improving roads. Further, the City’s 2020 PMP has shown a decline in the City’s overall pavement condition index (PCI). Staff is currently working on strategies for improving the PCI and will bring these results to City Council promptly.
3. Local Signal Synchronization Plan – Every three years, the City is required to update its LSSP to be in conformance with OCTA’s Master LSSP, in an effort to identify traffic signal synchronization street routes within and across jurisdictional boundaries, including options for implementing these improvements.
