Approval of Measure M2’s Fiscal Year 2020-21 Seven-Year Capital Improvement Plan, adoption of a Resolution updating the City’s 2020 Pavement Management Plan, and adoption of a Resolution updating the City’s Local Signal Synchronization Plan.  (Action Item)

OBJECTIVE

For City Council to approve Measure M2’s Seven-Year Capital Improvement Plan (7-YR CIP), adopt a resolution updating the City’s Pavement Management Plan (PMP), and adopt a resolution updating the City’s Local Signal Synchronization Plan (LSSP). 
BACKGROUND

Every year, Orange County local agencies are required to submit approved documentation and resolutions to the Orange County Transportation Authority (OCTA) to maintain Measure M2 eligibility for Local Fair Share payments and competitive grant funding.  This year, there are three major components to this annual review. These include: (1) the adoption of a 7-YR CIP, (2) adoption of a resolution updating the City’s PMP, and (3) adoption of a resolution updating the City’s LSSP.

DISCUSSION

The following is a brief summary of the three requirements mentioned above.

 

1.   Seven-Year Capital Improvement Plan – Per OCTA’s eligibility requirements, the City must develop a 7-YR CIP, including all transportation capital projects scheduled to use Measure M2 revenues. All construction costs must also be identified. The City, however, is not obligated to deliver any projects included in the 7-YR CIP.

 

2.   Pavement Management Plan – The City must update its PMP biennially. Each local jurisdiction is required to provide a plan that manages the preservation of paved roads by analyzing pavement life cycles, assessing overall system performance costs, and determining strategies and costs for improving roads. Further, the City’s 2020 PMP has shown a decline in the City’s overall pavement condition index (PCI). Staff is currently working on strategies for improving the PCI and will bring these results to City Council promptly.

 

3.   Local Signal Synchronization Plan – Every three years, the City is required to update its LSSP to be in conformance with OCTA’s Master LSSP, in an effort to identify traffic signal synchronization street routes within and across jurisdictional boundaries, including options for implementing these improvements.

FINANCIAL IMPACT

There is no impact to the General Fund. The City is projecting to receive $2.2 million in Measure M2 revenues in Fiscal Year 2020-21.

RECOMMENDATION

It is recommended that the City Council:

 

  •  Adopt the FY 2020-21 Measure M2 Seven-Year Capital Improvement Plan; 
  • Adopt a resolution updating the City’s Pavement Management Plan; and
  • Adopt a resolution updating the City’s Local Signal Synchronization Plan
