On June 25, 2019, the City Council approved a biennial budget for FY 2019-20 and FY 2020-21.  Staff has conducted a mid-cycle review and budget adjustments are needed in operating and capital improvement expenditures to the second year of the two-year budget.  

The amended budget FY 2020-21 for Sewer Services total $14.6 million which includes $6.7 million in capital improvement expenditures.  Operating expenses were reduced by approximately $0.2 million due to freezing of various administrative positions and decreasing contributions to the City's fleet internal service fund.  Capital expenditures increased approximately $1.0 million and includes funding for the Ward Street Sewer Improvement Project, Partridge Lift Station, and sewer main improvements and replacement at various locations.

The Refuse budget totals $2.8 million, with $0.2 for capital improvements.  The budget includes additional operational funding for street sweeping and bus shelter maintenance and trash collection, as well as capital expenditures for extraction improvements at the Longsdon Pit.

The proposed budget amendment will allow for the GGSD to continue meeting its obligations by continuing with its operations, capital improvement and replacement programs.

It is recommended that the Garden Grove Sanitary District Board:

• Adopt the attached resolutions amending the Fiscal Year 2020-21 Budget
  
  
• Adopt the attached resolution setting the GGSD FY 2020/21 appropriations limit, and
  
  
• Adopt the attached resolution reappropriating project balances and encumbrances from Fiscal Year 2019-20.
