| | | | | | | | OBJECTIVE
To recommend that the Sanitary District Board award a contract to JIG Consultants for professional engineering services, including civil engineering design and construction management/inspection, for the Sewer System Rehabilitation Plan Phase 1, Sewer Main Replacement Project No. 2 & 3. |
| | | | | | | | BACKGROUND
The Sewer System Rehabilitation Plan (SSRP) Phase 1 study was completed in July 2017. The study identified a list of replacement and lining projects with spot repairs with SSRP Phase 1, Sewer Main Replacement Project Nos. 2 & 3 as two of the proposed projects. Sewer main replacements are at various locations in different areas of the City. The work includes but is not limited to installation of 6, 8, and 10-inch VCP pipe, removing and replacing sections of existing sewer mains, restoring existing sewer laterals after replacement, root removal, and repair of intruding laterals and manhole channels. Project No. 2 is on Galway Street, Gilbert Street, Kerry Street, Kellogg Way, the alley near Belfast Drive, Crosby Avenue, Central Avenue and Acacia Avenue. Project No. 3 is on Trask Avenue, Edgebrook Drive, Garden Grove Boulevard and Sycamore Street. The overall length of both projects is 4,400 linear feet. |
| | | | | | | | DISCUSSION
Staff requested proposals from three (3) firms to provide professional engineering services and construction project management/inspection services. All three (3) consultants submitted proposals. A panel of three members rated the submitted proposals on the basis of qualifications only. Based on evaluation results, JIG Consultants rated highest in qualifications and its ability to provide professional engineering services for this project. The following is a summary of the ratings with the highest total being the most qualified:

Upon selection of the most qualified firm, Water Services staff interviewed JIG Consultants and negotiated a contract for services. |
| | | | | | | | FINANCIAL IMPACT
There is no impact to the General Fund. This project is included in the 2020-2021 Capital Improvement Budget and will be financed with Sewer Funds in the amount of $474,799.

| | | | | | | | RECOMMENDATION
It is recommended that the Sanitary District Board:
- Award a contract to JIG Consultants for professional engineering services including civil engineering design and construction management/inspection for the Sewer System Rehabilitation Plan Phase 1 Sewer Main Replacement Project Nos. 2 & 3, in the amount of $474,799; and
- Authorize the General Manager to execute the agreement on behalf of the Sanitary District, and make minor modifications as appropriate thereto.
