Adoption of Resolution authorizing a Funding Agreement with the California State Water Resources Control Board (SWRCB) for a Groundwater Treatment Project.  (Grant Amount:  $500,000) (Action Item)

BACKGROUND

The City of Garden Grove is one of several local agencies that received a Monitoring Order from the SWRCB's Division of Drinking Water, requiring testing for per- and polyfluoroalkyl substances (PFAS) in certain drinking water supply wells. The PFAS levels are relatively low, however, the City is exploring long-term solutions to ensure that water supplies continue to meet all state and federal water quality standards. 

DISCUSSION

In January 2020, the City will submit a grant application for the SWRCB's Proposition 68 Groundwater Treatment and Remediation Grant Program, for groundwater treatment for per- and polyfluoroalkyl substances. A resolution must be approved and adopted to enable the City to submit documentation and request funding from the SWRCB. Staff recommends designating the Public Works Director as the authorized agent.

FINANCIAL IMPACT

There is no impact to the General Fund. The estimated funding for Proposition 68 Groundwater Treatment and Remediation Grant Program is $500,000, with a local match requirement of $250,000.

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt the attached Grant Resolution designating the Public Works Director, or designee, as the City’s Agent(s) with the State Water Resources Control Board; 

 

  • Authorize the Public Works Director, or his designee, to sign, for and on behalf of the City of Garden Grove, the funding agreement for the Project and any amendments, and

 

  • Authorize the Public Works Director, or his designee, to represent the City of Garden Grove in carrying out the City of Garden Grove's responsibilities under the funding agreement.
