DISCUSSION
Currently, Section 2.21.015 of the Municipal Code pertaining to the members of all City Commissions requires that all commissioners be and remain residents of the city and eligible to register to vote. The regulations do not currently require all commissioners to be registered to vote in the city, except that Section 2.24.030 requires that the members of the Planning Commission be qualified electors of the city.
At its meeting of January 26, 2016, the City Council considered the qualifications of all Commissioners and directed the Acting City Attorney to bring back an ordinance to amend Section 2.21.015 to require that all commissioners be qualified electors of the city.
The attached ordinance amends Section 2.21.015 of the Municipal Code to require that all Commissioners be and remain qualified electors of the city. The ordinance makes other minor revisions by renumbering the paragraphs and revising the reference to the former section 18707.4 of the FPPC Regulations. Section 18707.4 of the FPPC Regulations was repealed last year and its provisions were revised and moved to the current Section 18703(e)(5).
