| | | | | | | | OBJECTIVE
To obtain City Council approval for a new four (4) year Memorandum of Understanding (hereinafter “MOU”) with the Garden Grove Police Management Association (hereinafter “PMA”).

| | | | | | | | BACKGROUND
The City, at the Council’s direction, met and conferred with the PMA and agreed to an MOU term of July 1, 2018 to June 30, 2022. The prior MOU expired on June 30, 2018.

| | | | | | | | DISCUSSION
The MOU does not provide for any retroactive increases for the first year of the contract, FY 18/19. The City and the PMA agreed to the following in the second year, FY 19/20: 2% base salary increase and $385/pay period POST Certificate Pay. The third year of the MOU, FY 20/21, provides for a 2.5% base salary increase, 1% salary increase to Step H of the salary range, and a $150 increase to the City’s monthly cafeteria benefits. The fourth year of the MOU, FY 21/22, provides a new 4% Step I at the top of the salary range, and a $100 increase to the City’s monthly cafeteria benefits.

| | | | | | | | FINANCIAL IMPACT
The estimated incremental costs for the agreed MOU provisions, based on current employee salaries, are approximately $154,890 for FY 2019/20, an additional $76,977 for FY 2020/21 and an additional $35,766 for FY 2021/22.
Future budgets appropriations will be made as appropriate to accommodate these estimated costs.

It is recommended that the City Council:
- Adopt the attached Resolution that approves the Memorandum of Understanding between the Garden Grove Police Management Association and the City.
