OBJECTIVE

To obtain authorization for travel related expenses for Council Member Thu-Ha Nguyen to participate in the Multi-Cultural Leadership Korea Visitation Program and related visit to the Republic of Korea from October 9-19, 2019.

BACKGROUND

The Goodwill Cooperation Service International, Los Angeles (GCS Los Angeles), is sponsoring its 18th annual Multi-Cultural Leadership Korea Visitation Program in cooperation with Kyunghee University in Seoul, Korea.  The purpose of the program is to assist non-Korean community leaders to better understand the people of Korean ancestry in the United States in terms of their history and culture so that a peaceful and cooperative spirit may be enhanced among the people living in our multi-cultural and multi-racial community. 

 

As part of the program, participants attend lectures on Korean history, culture, politics, economics and on the Korean government. City staff and members of the City Council have participated in this leadership program since its inception in 2000 to strengthen and better understand the Korean-American business community in Garden Grove.

DISCUSSION

Council Member Thu-Ha Nguyen has been selected to participate in this year’s Multi-Cultural Leadership Visitation Program, in Seoul, Korea, from October 9-17, 2019.  As part of the visit, Council Member Nguyen will also meet with the City's colleagues in Anyang, Republic of Korea, on October 17-19, 2019, to discuss business, cultural, and governmental exchange activities as well as to continue to foster friendship and cooperation as we celebrate the 30th year of our Sister City relationship with the City of Anyang.  

 

A majority of the program costs are covered by GCS Los Angeles.  However, a nominal participation fee of $700 is required for airfare.  In addition, the City will be responsible for two additional nights of accommodation associated with the visit to Anyang.  Pursuant to the City’s expense guidelines and reimbursement policy for city council members, expenses for out-of-state and international travel require prior City Council approval.

FINANCIAL IMPACT

The estimated cost related to travel and lodging is $1,100.  Funds for this expense will be paid from the FY 2019-20 City Council budget.

RECOMMENDATION

It is recommended that the City Council:

 

  • Authorize travel related expenses for Council Member Thu-Ha Nguyen to participate in the GCS Los Angeles, Multi-Cultural Leadership Korea Visitation Program to the Republic of Korea from October 9-17, 2019 and City of Anyang, Republic of Korea visit from October 17-19, 2019.
