OBJECTIVE

For City Council to award a contract to Siemens Mobility, Inc. in the amount of $458,931 to provide professional services for the conversion of all city-owned street lights and safety lights from high pressure sodium (HPS) to light emitting diode (LED), City Project No. 7284, and to authorize the carryover of Fiscal Year 2018-19 General Funds for Engineering capital project expenditures.

BACKGROUND

In November 2016, City Council authorized entering into an agreement with Southern California Edison (SCE) for the conversion of all Edison-owned street lights from HPS to LED. A major incentive of this program was a cash rebate to participating cities. With the successful conversion of approximately 7,000 Edison-owned street lights, the City is now in receipt of a rebate in the amount of $755,708.

 

On February 12, 2019, City Council authorized staff to appropriate and set aside funding from this rebate to convert all City-owned street lights and safety lights from HPS to LED in FY 2018-19. Additionally, City Council authorized the remainder of this appropriation to be used for other Public Works Engineering capital projects, specifically for La Bonita Storm Drain Project.  Since the projects were not completed by year end FY 2018-19, funds will need to be carried over to FY 2019-20.

DISCUSSION

Staff recently solicited qualification-based proposals from six consultant firms to provide professional services for the conversion of street and safety lights to LED, including the completion of an inventory of city-owned street lights and safety lights, the procurement of a GIS data file, procurement of shelf stock for street light fixtures, and the delivery of a street light tag identification system.

 

Of the six firms, three submitted proposals. Staff evaluated each of the proposals and determined that Siemens Mobility, Inc. is the most qualified firm to provide these services.  The following is a summary of the ratings:

FINANCIAL IMPACT

Funding for this contract will be covered by SCE rebate funds, which had been appropriated in Fiscal Year 2018-19, and through this City Council action, will be carried over into Fiscal Year 2019-20.

RECOMMENDATION

It is recommended that the City Council:

 

  •  Authorize the Finance Director to carry over $755,708 in General Funds (Fund 111), which were appropriated in Fiscal Year 2018-19 into Fiscal Year 2019-20 for funding subject project and for completing the La Bonita Storm Drain Project;

 

  • Award a contract to Siemens Mobility, Inc. in the amount of $458,931  to provide professional services for the conversion of all city-owned street lights and safety lights from high pressure sodium to light emitting diode, City Project No. 7284; and

 

  • Authorize the City Manager to execute the professional services agreement on behalf of the City and to make minor modifications as appropriate.
