Adoption of a Resolution implementing terms and conditions of employment for Middle Management, to be the same as OCEA and the Employee's League.  (Action Item)

OBJECTIVE

This memo requests City Council approval for a resolution implementing terms and conditions of employment for the City’s Middle Management, i.e., full-time non-union employees, identified in the Resolution. The terms and conditions to be the same as the Orange County Employee’s Association (OCEA) and the OCEA Employee’s League (League).

DISCUSSION

To maintain parity within job families of City employees, the City has historically extended the wage and benefit provisions afforded to the Orange County Employee’s Association (OCEA) and the OCEA Employee’s League (League) to the Middle Management group.

 

The recently approved OCEA and League MOU’s have adjusted wages and benefit provisions that go into effect July 1, 2019.  Therefore, the Resolution applicable to Middle Management employees has been prepared to be consistent with the 2019-2022 provisions of the OCEA and League. 

 

The new Resolution provides the following in the FY 19/20: 2.5% base salary increase and 1% salary increase to Step H of the salary range.  In FY 20/21: 2.5% base salary increase, and a $150 increase to the City’s cafeteria benefits.  In FY 21/22:  A new 5% Step I at the top of the salary range, and a $100 increase to the City’s cafeteria benefits for employees identified in the Middle Management resolution.  The increase of benefits is the same as the increases of OCEA and League MOU provisions.  

FINANCIAL IMPACT

The estimated cost for the provisions of the Resolution for members of Middle Management are approximately $256,567 for FY 2019/20, $337,567 for FY 2020/21, and $335,771 for FY 2021/22. 

 

Future budgets appropriations will be made accordingly to accommodate these estimated costs.

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt the attached Resolution implementing terms and conditions of employment for the City’s Middle Management group.
