OBJECTIVE

To obtain City Council approval to award a contract for IFB No. S-1179-A to Orange County Striping Service, Inc., for as-needed traffic striping, curb painting and sign installation services in an amount not to exceed $351,767.30 per year.

BACKGROUND

The current striping contract expires on February 21, 2016.  With the pending expiration of the contract, staff has solicited bids for a new contract.  In addition to traffic striping and curb painting services, the potential bidders were asked to provide option pricing for as-needed sign installations.  The initial term of the contract is for one year, with four (4) one-year options to renew.

DISCUSSION

IFB No. S-1179-A was advertised on November 18, 2015, and re-advertised on November 25, 2015.  A mandatory pre-bid meeting was conducted on December 2, 2015.  Six companies attended the mandatory pre-bid meeting. Bids were opened on December 18, 2015, and the lowest bidder was Orange County Striping Service, Inc. References were verified and the bid was deemed responsive.  Bid results are as follows:

FINANCIAL IMPACT

The one year contract for traffic striping, curb painting  and sign installation services is a not-to-exceed amount of $351,767.30.  Funding is available within the Public Works budget.  The five year value of the contract is $1,758,836.90.

RECOMMENDATION

It is recommended that the City Council:

 

  • Award a contract to Orange County Striping Service, Inc., for IFB No. S-11179-A, to provide as-needed traffic striping, curb painting and sign installation services, in an amount not to exceed $351,767.30 per year, with the option to renew the contract for four (4) one year options for a total of $1,758,836.90 for a five year term; 
  • Authorize the City Manager to execute the agreement and make any minor modifications as appropriate; and
  • Authorize the City Manager to exercise each option term and sign the option year agreements, provided that sufficient funds are budgeted for the option years.
