OBJECTIVE

For the Garden Grove Sanitary District (GGSD) Board to award a contract to Paulus Engineering, Inc., for the construction of Project No. 7835 – Sewer Improvement Project at Westminster Avenue and Lexington Avenue.

BACKGROUND

The Sewer Improvement Project at Westminster Avenue and Lexington Avenue is one of many projects designed to minimize sewer capacity issues throughout the City. The improvements also comply with the Regional Water Quality Control Board’s Waste Discharge Requirements. The GGSD System Evaluation and Capacity Assurance Plan identified the Westminster Avenue and Lexington Avenue Sewer Improvements project as one of the high priority projects. A location map is attached identifying this project. 

 

This project will relieve capacity deficiencies in the existing Westminster Avenue Sewer from Euclid Street to Anita Place and Lexington Avenue Sewer from Donegal Drive onto Lexington Avenue. The sewer improvements consist of replacing approximately 670 linear feet of 12-inch Vitrified Clay Pipe (VCP) sewer with new 15-inch extra strength VCP in Westminster Avenue and replacing 282 linear feet of 8-inch VCP with new 8-inch extra strength VCP in Lexington Avenue. It also includes the construction of six (6) new manholes.

DISCUSSION

Seven (7) bids were received and opened by the City Clerk’s Office on April 25, 2019, at 11:00 a.m. (see Bid Summary Sheet).  The lowest responsive bid was submitted by Paulus Engineering, Inc., in the amount of $754,818.00, which is within the current project budget.  The license and references of the contractor have been reviewed and verified by staff, and all other documentation is in order. The anticipated contract schedule is as follows:

 

Award Contract                 May 28, 2019

Begin Construction           June 18, 2019  

Complete Construction     September 12, 2019

FINANCIAL IMPACT

There is no impact to the General Fund.  This project is included in the 2019/20 Capital Improvement Budget, and will be financed with Sewer Funds in the amount of $757,818.

RECOMMENDATION

It is recommended that the Sanitary District Board:

 

  • Award a contract to Paulus Engineering, Inc., in the amount of $757,818, for Project No. 7835 – Sewer Improvement Project at Westminster Avenue and Lexington Avenue; and

 

  • Authorize the General Manager to execute the agreement on behalf of the Sanitary District.
