OBJECTIVE

For the City Council to adopt a Resolution authorizing the submittal of a grant application for the construction phase of the Euclid/Westminster Intersection Improvement Project (Project) to the Orange County Transportation Authority’s (OCTA) 2018 Comprehensive Transportation Funding Program (CTFP).  

BACKGROUND

The CTFP is the funding mechanism by which OCTA administers competitive funding for streets and road projects, including the Intersection Capacity Enhancement Program, which funds capital improvements, such as the addition of turning lanes at qualifying intersections. In 2016, the City submitted an application to Measure M2’s CTFP for the Project’s right-of-way phase, and in 2017, the City was awarded the CTFP grant to start right-of-way acquisition. The purchase agreements for right-of-way are currently being processed in escrow.

DISCUSSION

The Resolution would authorize the City to submit an application for the 2018 CTFP call for projects for construction phase funding. The City is requesting a total of $819,209 (75%) in grant funding, with a matching obligation of $273,070 (25%).  The Project will add a southbound right-turn lane along Euclid Street and an eastbound right-turn lane along Westminster Avenue at the Project’s intersection. Grant awards will be announced in Spring 2019, with construction expected to start in July 2019.

FINANCIAL IMPACT

There is no impact to the General Fund. The CTFP program provides 75% of the funding, or $819,209 for this Project, and requires a 25% local match. Gas Tax monies will be used to provide matching funds in the amount of $273,070 for this grant cycle.

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt a resolution authorizing the submittal of a grant application for the construction phase of the City of Garden Grove's Euclid/Westminster Intersection Improvement Project.
