| | | | | | | | OBJECTIVE
To obtain City Council approval of an agreement with Management Partners to provide financial consulting services that would engage an in-house financial consultant on an interim basis pending the recruitment and selection of a permanent Finance Director. Costs for this contract would be offset by savings from the vacant Finance Director position. |
| | | | | | | | BACKGROUND
With the recent retirement of the City’s Finance Director, an executive recruitment will be conducted by CPS HR Consulting to fill this key position. Recruitment materials are currently being prepared and the formal recruitment process will begin in early November. It is anticipated the recruitment will take approximately four to five months. |
| | | | | | | | DISCUSSION
Due to the importance of the Finance Director position, it is recommended that an in-house financial consultant be engaged to provide day-to-day expert financial consulting and project management assistance during the recruitment process. Attached to this memorandum is a proposed agreement with Management Partners to provide services pending the selection of the permanent Finance Director.
The agreement provides in significant part as follows:
- Assign Bobby Magee as lead consultant.
- Provide expert advice to city management regarding the Finance Department.
- Provide expert assistance and advice in purchasing, the biennial budget, accounting services, revenue services and real property.
- Provide professional development guidance to finance department staff.
- Advise directors and managers in other City departments.
- Other Management Partners consultants will also be available to provide assistance as necessary.
- Term of the agreement for a period of five months from the date of execution or until services are completed.
- Compensation at the rate of $140 per hour, not to exceed $100,000.00.

| | | | | | | | FINANCIAL IMPACT
There is no impact to the General Fund budget. Considering wages and benefits, the position vacancy savings from the retired Finance Director position will offset the cost of this contract. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Approve the attached agreement with Management Partners for financial consulting services.
- Authorize the City Manager to sign the agreement on behalf of the City and make minor modifications, as appropriate.
