| | | | | | | | OBJECTIVE
To obtain City Council approval of a consulting services agreement with EMG Corporation to perform an Americans with Disabilities Act (ADA) facilities evaluation, transition plan, and facilities condition assessment on city facilities. |
| | | | | | | | BACKGROUND
The Public Works Facilities Division recently developed specifications to request proposals from consultants to provide the City with an ADA evaluation and transition plan, as well as a facilities condition assessment. The services requested in the RFP will ensure that the City complies with all aspects of the ADA, as well as State and local accessibility regulations. The facility condition assessment will provide a comprehensive evaluation of all City buildings, including police and fire stations. Additionally, the assessment will document the present condition of all physical assets including grounds, facilities and infrastructure to then prioritize and categorize deficient conditions, along with corrective actions. This will result in a strategic plan for capital repairs, life cycle component replacement and building modernization. |
| | | | | | | | DISCUSSION
Four (4) firms responded to the invitation to bid. On August 15, 2018, Public Works staff conducted interviews of the top two (2) firms vetted through the RFP process. At the conclusion of the interview process, staff selected EMG for their professionalism, experience, attention to detail, and ability to meet expectations.

The financial impact is $138,383.40, which has been allocated in the Fiscal Year 2018-19 Building Maintenance operating budget. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Approve an agreement with EMG Corporation, in the amount of $138,383.40, to perform an Americans with Disabilities Act facilities evaluation, transition plan, and facilities condition assessment; and
- Authorize the City Manager to sign the agreement on behalf of the City and to make minor modifications as necessary.
