To recommend that the City Council award a contract to JIG Consultants for construction management and inspection services of the Westhaven Reservoirs Rehabilitation Project and the Magnolia Reservoir and Booster Pump Station Rehabilitation Project. |
| | | | | | | | BACKGROUND
The City requires outside expertise for inspecting the upcoming reservoir rehabilitation projects. The construction of the Westhaven Reservoirs Rehabilitation Project is anticipated to begin in January 2019. The Magnolia Reservoir and Booster Pump Station Rehabilitation Project will be advertised for construction bids following the completion of the Westhaven Reservoirs Rehabilitation Project.
The reservoir rehabilitation projects consist of all labor, materials, tools, equipment, and incidentals necessary for repair work on two (2) 10 million gallon reservoirs, one (1) 5 million gallon reservoir, and one (1) booster pump station. These projects include crack, spall, and joint repair, construction of seismic curb, roof waterproofing, rust spot repair, and the addition of a fall protection system for the reservoirs. The repair work for the booster pump station consists of replacement of the existing engine and booster pump, exhaust system, catalytic converter, refurbishment of the existing flow control valve, and replacement of the roof and removable dormer. In addition, site specific improvements include replacement of butterfly valves, flag gate, asphalt and concrete work, sump vault lids and hatches, installation of steel picket perimeter fence around Westhaven Park, and other restoration tasks. |
| | | | | | | | DISCUSSION
Staff requested proposals from three (3) firms to provide construction management and inspection services. Out of those three, only two (2) consultants submitted proposals. Three staff members rated the submitted proposals on the basis of qualifications without considering cost. Based on evaluation results, JIG Consultants rated highest in qualifications and its ability to provide construction management and inspection services for these projects. The following is a summary of the ratings with the highest total being the most qualified:

The cost of this project is $508,087 and will be financed with Water Funds. There will be no impact to the General Fund. |
| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Award a contract to JIG Consultants for construction management and inspection services for the Westhaven Reservoirs Rehabilitation Project and the Magnolia Reservoir and Booster Pump Station Rehabilitation Project in the amount of $508,087; and
- Authorize the City Manager to execute the agreements on behalf of the City, and make minor modifications as appropriate thereto.
