The City has received an application from AMG & Associates, LLC to develop the former Galleria site into a senior apartments project.  The City Manager approved an agreement with Rincon Associates to complete the Initial Study required by CEQA.  The Initial Study has been completed and the following additional work is required to complete the CEQA review process:

• Update of the traffic study to address City comments (work to be performed by Kunzman);
• Production and circulation of a Mitigated Negative Declaration (MND) for public review;
• Preparation of responses to comments on the Draft MND;
• Preparation of a mitigation monitoring and reporting plan (MMRP);
• Production of the Final MND;
• Attendance at public hearings.

The initial agreement with Rincon Associates covered the preparation of the Initial Study and has a project budget of $49,745.00.  The additional required work to complete the environmental review for the project requires an increase to the contract budget in the amount of $15,080.00 for a total of $64,825.00.  

AMG & Associates has already executed a reimbursement agreement to cover the costs of the work being performed by Rincon Consultants and its traffic subcontractor.

It is recommended that the City Council:

• Approve the Amendment to the Professional Services Agreement with Rincon Consultants, Inc.; and

• Authorize the City Manager to execute the Amendment on behalf of the City.
