Approval of Amendment No. 3 to Cooperative Agreement No. C-1-2491 between the City of Garden Grove, the Korean American Senior Association of Orange County, and the Orange County Transportation Authority for the Senior Mobility Program. (Action Item)

OBJECTIVE

To obtain City Council approval of Amendment No. 3 to the Cooperative Agreement between the City of Garden Grove, the Korean American Senior Association of Orange County (Association) and the Orange County Transportation Authority (OCTA) for the Association’s Senior Mobility Program (SMP).

BACKGROUND

In May 2011, the City Council approved Cooperative Agreement No. C-1-2491 between the City of Garden Grove, the Association and OCTA, which designated the City as the fiscal receiving agent for the Association’s SMP with the term of the agreement from July 2011 through June 2016. In June 2016, City Council approved an Amendment to the Agreement that extended the term for an additional five years ending June 2021.  This Amendment once again requires that the City agree to be the fiscal receiving agent for the Association's SMP funding. 

DISCUSSION

The Orange County Transportation Authority (OCTA) has requested to amend the Association's SMP Agency Service Plan (see Amendment No. 2 Exhibit A for reference) to add "religious institutions and restaurants" to item 3 of Service Description. The City has no obligation to provide funding to the Korean American Senior Association of Orange County if OCTA reduces or eliminates funding for the SMP.

FINANCIAL IMPACT

There will be no direct fiscal impact to the City’s General Fund.

RECOMMENDATION

It is recommended that the City Council:

 

  • Approve Amendment No. 3 to Cooperative Agreement No. C-1-2491 between the City of Garden Grove, the Korean American Senior Association of Orange County and the Orange County Transportation Authority for the Senior Mobility Program; and

 

  • Authorize the Mayor to execute the Agreement on behalf of the City.
