The Police Department's current 16'x20' walk-in DNA evidence freezer is over 30 years old, and is in constant need of costly repair.  A new freezer is needed to help the Department meet strict state and federal evidence handling and storage standards. In 2011, the Orange County Board of Supervisors (the Board) approved an allocation for Garden  Grove to replace aging DNA storage-related equipment and offset other DNA collection-related costs.  Funds not expended for those costs have been carried over, and will be used to pay for a portion of this purchase.  The remainder of the funds will come from an additional Proposition 69 (Prop 69) allocation approved by the Board in early 2017.

A formal bid process was conducted to procure the lowest responsible bidder for a new walk-in freezer.  Invitation for Bid (IFB) No. S-1214-A was advertised on September 27, 2017, and re-advertised on October 4, 2017.  There were five (5) prospective bidders for this procurement.

Two (2) bids were received and opened on October 30, 2017.  The total bid amounts are as follows:

The purchase will be made using public safety-restricted Prop 69 funds previously appropriated and allocated for this purpose, as well additional Prop 69 funding approved in Fiscal Year 2016/17. There will be no impact to the General Fund.

It is recommended that the City Council:

• Award a contract to A&H Refrigeration, Inc., in the amount of $66,500, to furnish, deliver and install a walk-in freezer in the Police Department Property and Evidence building; and

• Authorize the City Manager to execute the agreement, and make minor modifications as appropriate thereto.
