Award of contract to Ramona, Inc. for Project No. 7833 - Trask Avenue/Newland Street Sewer Improvements Project.  (Cost:  $1,583,858) (Action Item)

OBJECTIVE

For the Sanitary District Board to award a contract to Ramona, Inc. for the construction of Project No. 7833 – Trask Avenue/Newland Street Sewer Improvements.

BACKGROUND

The Trask Avenue/Newland Street Sewer Improvements Project is one of many projects designed to minimize sewer capacity issues throughout the city.  The improvements also comply with the Regional Water Quality Control Board’s Waste Discharge Requirements.  The District System Evaluation and Capacity Assurance Plan identified the Trask Avenue/Newland Street Sewer Improvements as one of the high priority projects.  A location map is attached.

 

This project will relieve capacity deficiencies in the existing Trask Avenue, Newland Street, Josephine Street, and Stanford Avenue sewers.  The work includes, but is not limited to, the installation of approximately 3,196 linear feet of new replacement extra strength Vitrified Clay Pipe (VCP) sewer line of various sizes (6-inch, 8-inch, 10-inch, 12-inch, 15-inch, and 18-inch), installation of approximately 80 linear feet of new replacement 6-inch/8-inch/10-inch Polyvinyl Chloride (PVC) Pipe water line, construction of fifteen (15) new sewer manholes, removal of seventeen (17) existing sewer manholes and removal and/or abandonment of existing sewer pipes.   Construction of sewer mains in Trask Avenue, Newland Street, Stanford Avenue, and Brookhurst Street includes replacement of traffic loop detectors.

DISCUSSION

Seven (7) bids were received and opened by the City Clerk’s Office on October 23, 2017, at 11:00 a.m. (see Bid Summary Sheet).  The lowest responsive bidder is Ramona, Inc., with a total bid of $1,583,858.  This bid is within the current project budget.  The licenses and references of the contractor have been reviewed and verified by staff, and all other documentation is in order.  The anticipated contract schedule is as follows:

 

Award Contract                 November 28, 2017 

Begin Construction            January 3, 2018         

Complete Construction      May 11, 2018

FINANCIAL IMPACT

There is no impact to the General Fund.  This project is included in the Fiscal Year 2017/18 Capital Improvement budget, and will be financed with Sewer Funds in the amount of $1,583,858.

RECOMMENDATION

It is recommended that the Sanitary District Board:

 

  • Award a contract to Ramona, Inc. for construction of Project No. 7833 – Trask Avenue/Newland Street Sewer Improvements Project, in the amount of $1,583,858; and

 

  • Authorize the General Manager to execute the agreement on behalf of the Sanitary District.
