To obtain Garden Grove Housing Authority approval of the November 2017 revised Administrative Plan. |
| | | | | | | | BACKGROUND
The Department of Housing and Urban Development (HUD) requires Housing Authorities that administer a Housing Choice Voucher Program (HCV) to approve an Administrative Plan. The purpose of the plan is to outline the Authority’s policies and procedures in the administration of the HCV Program. The plan has undergone numerous updates and revisions to accommodate regulatory changes in the program, to improve procedures, and to clarity policies. Revisions to the Administrative Plan require a Public Hearing and approval by the Housing Authority Commission. The last revision was approved by the Housing Authority on November 25, 2014. |
| | | | | | | | DISCUSSION
The revised Administrative Plan attached updates the Authority's change of address and organizational chart. Revisions also include language responding to new HUD policies such as: calculation of earned income disallowance; independent students under the age of 24 years; incoming portability; and the Violence Against Women Act. The Public Hearing notice was published on October 4, 2017, and on October 11, 2017; and the revised Administrative Plan was available for public view as of October 31, 2017, at the Garden Grove Housing Authority located at 12966 Euclid Street, Suite 150, Garden Grove, California. |

There is no financial impact to the General Fund. |
| | | | | | | | RECOMMENDATION
It is recommended that the Housing Authority Commissioners:
- Conduct a Public Hearing; and
- Approve the November 28, 2017, revised Administrative Plan.
