Subject:Report highlighting the streamlining initiatives in process within the Building Services Division as requested by City Manager Stiles.Date:8/22/2017

OBJECTIVE

To provide the City Council with an update on the Building Services Division streamlining initiatives.


BACKGROUND

The Building Services Division has been working closely with the Information Technology Department to find methods to improve the existing Building Permit System, increase efficiency and enhance customer service. The Building Services Division is proposing to implement a series of online streamlining initiatives to assist with fast-tracking plan check review process, shorter permitting issuance timeline, building inspections, and develop a tracking system to provide monthly and quarterly Building Activity Reports. 

DISCUSSION

In FY 2017-18, the Building Services Division with the support from the Information Technology Department will be deploying a series of streamlining initiatives to enhance plan check, permitting and inspection services. Incorporated into the Streamlining Initiatives are future programs that would achieve the following:

 

1. Online applications for minor building permits (i.e. HVAC, roofing, and solar);

2. Online payments for permitting, records, and inspection service requests;

3. An Interactive public mapping tool for permits and building abatement tracking;

4. Implementation of an inspection notification software;

5. Digital plan checking and archiving; and,

6. Customer service portal, and online reports and statistics.

 

As part of the community engagement and outreach efforts, the Building Services Division will be working with the Office of Community Relations to prepare a Building Services informational video to highlight the Division Streamlining Initiatives. In addition, a PowerPoint presentation of Building Abatement and Code Enforcement 101 will be presented to provide a general overview and information of department enforcement activities.

 

The Community and Economic Development Department is committed to delivering exceptional customer service for building safety.  Staff will continue to research Best Practices and identify additional resources available to continue this effort. 

 

FINANCIAL IMPACT

There is no financial impact to the General Fund.
