Approval of an agreement with Siemens Industries, Inc., for upgrades and repairs to the heating, ventilation, and air conditioning systems at the H. Louis Lake Senior Center and at the Sports and Recreation Center. (Cost: $101,800) (Action Item)

OBJECTIVE

To secure City Council approval of an agreement with Siemens Industries, Inc., for heating, ventilation, and air conditioning (HVAC) upgrades and repairs at the H. Louis Lake Senior Center at 11300 Stanford Avenue, and to the Sports and Recreation Center at 13641 Deodara Drive, Garden Grove.

BACKGROUND

The Public Works Facilities Division is responsible for maintenance of City buildings. Currently, the H. Louis Lake Senior Center and the Sports and Recreation Center have HVAC control systems that are failing and have become unreliable.  With the potential use of the Senior Center as a cooling center during the warmer months and with the Sports and Recreation Center's use as an indoor gym, it is critical to make the necessary upgrades and repairs. Moreover, necessary repairs to the HVAC equipment are further complicated by Siemens Industries proprietary rights. 

DISCUSSION

The City’s HVAC controls are manufactured by Siemens Industries, and all tools, parts and software necessary to make repairs are proprietary and can only be performed by Siemens factory trained technicians.  Based on the foregoing and per Municipal Code Section 2.50.060(F), the City Manager has determined that Siemens Industries is a sole source provider.

FINANCIAL IMPACT

The financial impact is $101,800 to the Building Maintenance operating budget.

RECOMMENDATION

It is recommended that City Council:

 

  • Approve the agreement with Siemens Industries, Inc., in the amount of $101,800, for the upgrades and repairs of the HVAC control systems at the H. Louis Lake Senior Center and at the Sports and Recreation Center; and

 

  • Authorize the City Manager to sign the agreement on behalf of the City.
