OBJECTIVE

For the City Council to conduct the first reading of and introduce an ordinance prohibiting recreational vehicles from being parked on any public or private street in Garden Grove without a valid City-issued permit.

BACKGROUND

At the June 13, 2017, City Council Meeting, the City Council received a presentation from Staff on the Traffic Commission’s recommendations for regulating the parking of recreational vehicles in the City of Garden Grove and directed Staff to prepare an ordinance prohibiting recreational vehicles from parking on any public or private street in Garden Grove without a valid City-issued permit.

DISCUSSION

Per the City Council’s request, Staff has prepared an ordinance regulating the parking of recreational vehicles in the City of Garden Grove. This ordinance makes it illegal for any person to park his/her recreational vehicle on any public or private street, alley or public property without a valid City-issued permit. City residents requiring on street and/or overnight parking will be able to apply for parking permits at no cost via an automated online permitting system. Per the City Council’s direction, residents will be able to request up to 12 non-consecutive, 72-hour recreational vehicle parking permits for the sole purpose of loading and unloading before and after travel. Residents requiring longer accommodations will also be able to request weekly recreational vehicle parking permits not to exceed 7 days per permit. No more than 6 weekly permits will be allowed per residential address in any calendar year with at least one day in between each of the 6 permits requested. Additionally, in accordance with City Council direction, hook ups will not be prohibited. 

 

Should the City Council approve this Ordinance, the City Manager's Office will finalize an automated permitting system with the Information Technology Department to put the program in place.  Staff estimates the permitting system will be fully implemented by the end of September, based on available resources.  

FINANCIAL IMPACT

The financial impact includes the cost of creating and administering a permitting program and will be absorbed within the current budget.  The ordinance also provides that the City Council may in the future establish fees to defray the City's costs of issuing permits.

RECOMMENDATION

It is recommended that the City Council:

 

  • Conduct the first reading of and introduce the attached Ordinance prohibiting recreational vehicles from being parked on any public or private street in Garden Grove without a valid City-issued permit.
