Award of contract to Fehr and Peers to provide consultant services for the Downtown Parking Management Strategic Plan. (Cost: $80,459) (Action Item)

OBJECTIVE

The purpose of this report is to request City Council award a contract to Fehr and Peers to provide parking consultant services for the City’s Downtown Parking Management Strategic Plan.

BACKGROUND

A Request for Proposal (RFP) for the Downtown Parking Management Strategic Plan for the Garden Grove Civic Center Downtown area was circulated in January 2017.  The goal was to seek consultant services of an experienced firm to: 1) analyze current/future parking supply and demand; 2) evaluate the potential consolidation of surface lots; 3) provide information and recommendations to the City Council, existing and future business owners, and community stakeholders; and, 4) develop a long-range parking plan that will assist in the overall success of the Downtown Civic Center area.

 

Staff received four (4) proposals in response to the RFP by transportation planning and traffic engineering parking firms.  A selection panel consisting of five (5) staff members from various departments, and three (3) Main Street Commissioners participated in the rating process. The proposals were ranked based on qualifications, work plan, experience, public outreach, problem solving/creativity, and the requirement for solutions in obtaining financial assistance.  Below are the proposals that were ranked:

 

  1. Fehr and Peers, Anaheim, California
  2. LSA Associates, Inc., Irvine, California
  3. IBI Group, Irvine, California
  4. J R Parking Consultants, LLC, Irvine, California

DISCUSSION

Following the review of the proposals, the City invited the top two ranked proposers through an interview process. On April 21, 2017, the selection panel concluded its evaluation and felt confident in recommending Fehr and Peers as the parking consultant firm that would best meet the City’s needs. In summary, Fehr and Peers has conducted numerous parking analyses and parking management plans for the Cities of Hermosa Beach, Fullerton, and Westminster.  Most recently, they are assisting with parking management services to the City of Anaheim for their Center District to analyze the overall parking operations including surface lots, parking structures, and on-street spaces serving a variety of users in the Center District.

 

The scope of work provides for the following:

 

  1. Completion of Internal Team Coordination, Existing and Future Parking Analysis with Funding Recommendations, and preparation of the Downtown Parking Management Strategic Plan in the amount of $59,991.00.

  2. Optional Tasks: Shared Parking Model, In-Person Surveys, Online Surveys, Big Data Analysis in the amount of $20,468.00.


          Grand Total with Optional Tasks = $80,459.00
FINANCIAL IMPACT

All funding for the Parking Management Strategic Plan has been approved under the City’s adopted budget.

 

 

RECOMMENDATION

It is recommended that the City Council:

  

  • Award a contract to Fehr and Peers to provide parking consultant services, in the amount, not to exceed $80,459.00 for Fiscal Year 2017-2018.

 

  • Authorize the City Manager or authorized designee to execute the Professional Services Agreement on behalf of the City and to make minor modifications as appropriate; and

 

  • Authorize the City Manager or authorized designee to sign amendments to the said Agreement, including the authorization to increase the compensation to a higher amount, provided sufficient funds are available.
