Consideration and approval of a progress report related to the 2015-16 Grand Jury Report, Drones: Know Before You Fly.  (Action Item)

OBJECTIVE

The purpose of this report is for the City Council to consider and approve the attached progress report related to the 2015-16 Grand Jury Report, Drones: Know Before You Fly, and authorize submittal to the 2016-17 Orange County Grand Jury.

BACKGROUND

On January 25, 2017, the 2016-17 Orange County Grand Jury requested that the City provide an update regarding progress made on the recommendations in the 2015-2016 Grand Jury Report issued May 26, 2016, entitled, Drones: Know Before You Fly.  Specifically, the City was asked to provide an update to recommendations R.1 through R.5 agreed to by the City of Garden Grove (see Attachment 2).

DISCUSSION

Generally, recommendations R.1 through R.5 directed the City to become knowledgeable about existing laws applicable to recreational drones, to adopt a recreational drone ownership and operation ordinance, to establish local contacts for reporting drone incidents, and to provide educational information on drone ownership and operation to the public.  The attached response provides an update regarding the City’s compliance with the recommendations.  It is anticipated all of the recommendations will be complete within the next month.

FINANCIAL IMPACT

None.   

RECOMMENDATION

It is recommended that the City Council:

 

  • Approve the attached progress report and authorize submittal to the Orange County Grand Jury.
