The District recently completed the Sewer System Rehabilitation Plan Phase 1, a study that identified a list of replacement and lining projects with spot repairs within the City. Based on this assessment the District proposes sewer lining for approximately 17,430 linear-feet of 8-inch pipe, the pipe liner will be UV-Cured Glass Reinforced Plastic Cured-In-Place and installed at various locations. The project will also include nine (9) spot repairs at indicated locations. A project location map is attached.

Sewer lining will serve to improve existing condition of pipes, prevent future damages and prolong the life of the pipe. Repairs will be made at locations where there are defective spots on the pipe.

Four (4) bids were received and opened by the City Clerk’s Office on October 23, 2019 at 11:00 a.m. (see Bid Summary Sheet). The lowest responsive bidder was Insituform Technologies, LLC with a total bid of $1,112,480. This bid is within the project budget. The licenses and references of the Contractor have been reviewed and verified. The anticipated contract schedule is as follows:

There is no impact to the General Fund. This project was included in the Fiscal Year 2019/20 Capital Improvement Budget, and will be financed with Sewer Funds and funds provided by the United States Housing and Urban Development Department through a Community Development Block Grant, in the amount of $1,112,480.

It is recommended that the Sanitary District Board:

• Award a contract to Insituform Technologies, LLC for the construction of the Sewer System Rehabilitation Plan Phase 1, Sewer Main Lining and Spot Repair Project 1 & 2, Project No. 7839 in the amount of $1,112,480; and

• Authorize the General Manager to execute the agreement on behalf of the Sanitary District.
