Approval of additional funds to complete emergency repairs to Well 31.  (Cost:  $34,700) (Action Item)

OBJECTIVE

To request that the City Council approve additional funds to complete emergency repairs to Well 31.

BACKGROUND

On July 9, 2019, the City Council adopted Resolution No. 9578-19 authorizing the City Manager to waive formal bidding as an emergency condition for the repair of Water Well 31, located at Lampson Reservoir. At this time, the repairs are ongoing and additional work is necessary to complete them. During the repairs and following a video inspection of the well, it was determined that additional scrubbing and cleaning of the well casing was needed to ensure the satisfactory flow of water into the well.

DISCUSSION

Well 31 is located at Lampson Reservoir and is a primary source for filling the 8 million gallons of storage at the reservoir. The Lampson Reservoir site is crucial for meeting demands placed upon the distribution system during times of emergencies, such as fires and earthquakes.

 

The original repair order contract is for the amount of $163,945.  The additional work requires an increase in the contract amount of $34,700. 

 

The well remained out of service while Best Drilling and Pump, Inc. awaited approval of the additional work as of  September 30, 2019.  Water Services staff continues to operate the Lampson Reservoir site with Well 31 out of service. 

 

 Due to the critical nature of the situation, pursuant to Resolution No. 9578-19, Staff has received authorization from the City Manager to increase the amount of purchase order 159707 in the amount of $34,700 to cover the additional work and costs associated with repairing Well 31.  Council ratification is being sought at its first available meeting.

FINANCIAL IMPACT

There is no impact to the General Fund. The additional cost of the repairs is $34,700 and will be funded by the Water Enterprise Funds, appropriated in this Fiscal Year 2019/20.

RECOMMENDATION

It is recommended that the City Council:

 

  • Ratify and approve the additional $34,700 for the work necessary to complete the repairs to Well 31.
