Adoption of a Resolution authorizing an application for, and receipt of, SB2 Planning Grant Program funds.  (Grant amount estimate:  $310,000) (Action Item)

OBJECTIVE

The purpose of this memorandum is to request that the City Council adopt a resolution (Attachment No. 1) authorizing the City Manager to execute the Planning Grants Program (PGP) application (Attachment No. 2), the PGP Grant Documents, and any amendments thereto, on behalf of the City as required by the Department of Housing and Community Development (HCD) for receipt of the PGP Grant and appropriate any funds received from the PGP application for the purpose designated for the fiscal year 2019-20.

BACKGROUND

In 2017, Governor Brown signed a 15-bill housing package aimed at addressing the state’s housing shortage and high housing costs.    Specifically, it included the Building Homes and Jobs Act (SB 2, 2017), which establishes a $75 recording fee on real estate documents to increase the supply of affordable homes in California.

Year one of this funding is designed to provide funding and technical assistance to all local governments in California to help cities and counties prepare, adopt, and implement plans and process improvements that streamline housing approvals and accelerate housing production.

DISCUSSION

The City’s PGP Grant Application requests funding for the following activities to streamline housing approvals and accelerate housing production:

  • Update Housing Element
  • Creation of Objective Residential Development Standards
  • Creation of Objective Development Standards for Supportive Housing
  • Update Density Bonus Ordinance
  • Creation of Development Standards for Hotel/Motel Conversion
  • Update Multi-Family Residential Ordinance to Allow By-Right Permanent Supportive Housing
  • Fund UCI Housing Study
FINANCIAL IMPACT

There is no impact to the General Fund.  However, a successful grant application will bring up to $310,000 to the City to streamline housing approvals and accelerate housing production.

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt the Resolution authorizing the City Manager to execute the PGP application, the PGP Grant Documents, and any amendments thereto, on behalf of the City as required by the Department of Housing and Community Development (HCD) for receipt of the PGP Grant; and
  • Appropriate any funds received from the PGP application for the purpose designated for the fiscal year 2019-20.
