Approval of Amendment No. 1 to the agreement with Siemens Mobility Inc., for on-call traffic signal and street lighting maintenance and repair services.  (Cost:  $100,000) (Action Item)

OBJECTIVE

To request City Council approval of Amendment No. 1 to the Agreement with Siemens Mobility Inc., to increase the contract amount by $100,000 to provide on-call traffic signal and street lighting maintenance and repair services. 

BACKGROUND

The Public Works Engineering Division maintains 636 city-owned streetlights and 132 traffic signals. Engineering staff also oversees the Traffic Management Center (TMC), 35 CCTV cameras, three permanent changeable message signs, and approximately 30 miles of fiber optics. 

 

Engineering has a staff of two signal maintenance electricians who perform the daily maintenance on the systems mentioned above.  Siemens, the current on-call contractor, primarily responds to emergency situations when accidents cause poles and controller cabinets to be damaged or knocked down, and they also assist in performing routine maintenance when City staff is unavailable.

DISCUSSION

In June 2017, through a qualifications-based RFP process, City Council awarded a contract to Siemens to perform these on-going services. Siemens continues to provide on-call maintenance work; however, based on increased demands for service resulting from more traffic accidents and the need to service a growing number of traffic signal devices throughout the City, the contract amount needs to be increased from $300,000 to $400,000. Increasing the contract amount by $100,000, will ensure continuous service and emergency repairs. 

FINANCIAL IMPACT

The costs incurred by this Amendment No. 1 will be absorbed within the current Public Works’ Engineering Division operational budget.  This is a "not to exceed" amount of $100,000, which may not be fully needed.  Since Public Works manages a number of similar "as needed" service contracts, it is anticipated funding for several of these contracts will not be fully utilized, allowing this contract adjustment to be absorbed within the existing budget. 

RECOMMENDATION

It is recommended that the City Council: 

 

  •  Approve Amendment No. 1 to the agreement with Siemens Mobility, Inc., increasing the total compensation amount from Three Hundred Thousand Dollars ($300,000) to Four Hundred Thousand Dollars ($400,000), a One Hundred Thousand Dollar ($100,000) increase; and

  • Authorize the City Manager to execute Amendment No. 1 and make minor modifications on behalf of the City.
