Adoption of a Resolution implementing terms and conditions of employment for Central Management and City Manager, to be the same as OCEA, Employee's League, and Middle Management.  (Action Item)

OBJECTIVE

For the City Council to adopt the Resolution for approval to implement terms and conditions of employment for the City’s Central Management group identified in the Resolution and the City Manager.  The terms and conditions to be the same as the Orange County Employee’s Association (OCEA), the OCEA Employee’s League (League), and Middle Management.

DISCUSSION

To maintain parity within job families of City employees, the City has historically extended the wage and benefit provisions afforded to the Orange County Employee’s Association (OCEA), the OCEA Employee’s League (League), and Middle Management to the Central Management group and the City Manager.

 

The recently approved OCEA and League MOU’s have adjusted wages and benefit provisions that go into effect July 1, 2019.  Therefore, the Resolution applicable to Central Management employees and the City Manager has been prepared to be consistent with the 2019-2022 provisions of the OCEA and League. 

 

The new Resolution provides the following in FY 19/20: 2.5% base salary increase and 1% salary increase to Step H of the salary range.  In FY 20/21: 2.5% base salary increase, and a $150 increase to the City’s cafeteria benefits.  In FY 21/22:  A new 5% Step I at the top of the salary range, and a $100 increase to the City’s cafeteria benefits. 

FINANCIAL IMPACT

The estimated cost for the provisions of the Resolution for members of Central Management and the City Manager are approximately $64,453 for FY 2019/20, $70,015 for FY 2020/21, and $38,232 for FY 2021/22. 

 

Future budgets appropriations will be made as appropriate to accommodate these estimated costs.

RECOMMENDATION

It is recommended that the City Council:

 

  • Adopt the attached Resolution implementing terms and conditions of employment for the City’s Central Management group and the City Manager.
