OBJECTIVE

To approve the appropriation of additional funds for the addition of one Animal Control Officer position in Fiscal Year 2018-19.
BACKGROUND

On April 26, 2016, City Council approved the implementation of Animal Care Services (ACS) and staff was directed to create positions to support all requirements of animal care and field services on behalf of the City.  As part of this effort, a Senior Program Specialist position was upgraded to Public Works Supervisor, and a new Senior Animal Control Officer and Animal Control Officer were created to support the ACS program.

DISCUSSION

Since the ACS program became effective on January 1, 2017, many successes have been achieved including fewer animals being sent to the shelter, more animals being returned directly to owners, reduced euthanasia and greater cost management.  At this time, adding an additional Animal Control Officer position will ensure that we maintain the high level of service that ACS has been providing to the community.

 

When the ACS program was initially established in 2016, annual costs did not reflect any animal licensing revenue.  Since this time, annual licensing revenue has been established and will allow us to add an additional position within original cost projections.  The full cost of the position will be offset by annual license revenue. 

FINANCIAL IMPACT

The financial impact to the General Fund is an additional appropriation in the approximate amount of $97,000 for Fiscal Year 2018-19.

RECOMMENDATION

It is recommended that the City Council:

 

  • Appropriate additional funds in the amount of $97,000 for Fiscal Year 2018-19 to fund one Full-Time Animal Control Officer position.
