Award of contract to Mark Thomas & Company, Inc., to provide engineering design services for the Garden Grove Bicycle Corridor Improvement Program (BCIP) Project. (Cost: $95,220) (Action Item)

OBJECTIVE

The purpose of this report is to request City Council approval to award a contract to Mark Thomas & Company, Inc. (Mark Thomas) to provide professional engineering design services for the Garden Grove Bicycle Corridor Improvement Program (BCIP) project.

 


BACKGROUND

The City received a statewide grant award under Active Transportation Program Cycle 1, OCTA Bicycle Corridor Improvement Program (BCIP) funding.  The project scope includes the design and construction of new bikeways and improvement to existing underutilized bikeways.  The bicycle facility improvements include creating new bike lanes through road rebalancing, striping buffers, and providing bicycle wayfinding signs along all the proposed corridors.  The City has selected a network of five (5) high-priority streets located within the City road public right-of-way (ROW), identified in the City of Garden Grove 2016 Draft Active Streets Bike and Pedestrian Master Plan as follows.  Attachment 2: Figure 1: Project Corridor Map.

 

North – South Corridors

  1. Brookhurst Street, between Katella Avenue and Trask Avenue

  2. West Street, between City Limit and Garden Grove Boulevard

  3. Gilbert Street, Corridor between Katella Avenue and Westminster Avenue

     

East – West Corridors

    4. Chapman Avenue, between Valley View and City Limit

    5. Lampson Avenue, between City Limit and Haster Street

DISCUSSION

In June 2018, staff released a Request for Proposal (RFP) and on closing date, the City received one (1) completed proposal that complied with the RFP requirements for review from Mark Thomas & Company, Inc.  A review panel consisting of three (3) staff members from various divisions participated in the rating process.  The proposal received was ranked based on qualifications, experience working on state grant funded projects, bike design expertise, cost effective design approach, customer service, and problem solving skills.

 

Following the rating process, the panel determined that the Mark Thomas firm proposal met all design criteria requested by the City.  Also, all reference evaluation from other contracting cities responded with outstanding commentaries and positive work reviews.  In July 2017, the selection panel concluded its evaluation and recommended the award to Mark Thomas.

 

CONCLUSION

 

In summary, Mark Thomas has provided engineering services for more than 90 years.  They provide civil and structural engineering, urban design, and surveying for bike/pedestrian enhancements, and Complete Streets projects throughout California.  Through their work with multiple cities, counties, and Caltrans, they have accumulated an expansive knowledge base specifically geared toward improving access, connectivity, and safety for vehicle and active transportation travel. 

 

Most recently, samples of experience in similar projects include the City of San Jose design geometric layout plans to add bikeway facilities and modify lane striping for a total of 19.7 miles on 14 corridors throughout the City.  Bayside Drive Improvements include the engineering, geometric, and transportation design for the City of Newport Beach.  And finally, on-call civil and traffic engineering services for the City of Carlsbad including design of traffic circles and preparation of pedestrian crossing studies for nine major intersections. 


FINANCIAL IMPACT

The project is funded under a statewide grant for Active Transportation Program Cycle 1, OCTA Bicycle Corridor Improvement Program (BCIP) grant funding.  Included in the total contracted amount, the City will provide a 12% local match to the BCIP grant funds.  The recommended source of matching funds will be Ride Share funds.  At the June 14th, 2016 City Council meeting, Council approved Resolution No. 9366-16 acknowledging the grant request and the matching funds commitment by the City.  There will be no impact to the general fund. 


RECOMMENDATION

 It is recommended that the City Council: 

 

  • Award a contract to Mark Thomas & Company, Inc. to provide engineering design services, in the amount, not to exceed $95,220;

     

  • Authorize the City Manager or his designee, to execute the Professional Services Agreement on behalf of the City and to make minor modifications as appropriate; and

 

  • Authorize the City Manager or his designee, to sign amendments to the said Agreement, including the authorization to enter into the extensions if approved by the state, and provided sufficient funds are available for each extension.
