Subject:Consideration of a written request from the Western University of Health Sciences to waive facility use fees for a free Medicare Part D education and awareness event to be held at the H. Louis Lake Senior Center on Saturday, November 17, 2018. (Action Item)Date:8/28/2018

OBJECTIVE

For the City Council to consider the written request from the Western University of Health Sciences in partnership with the OC Council on Aging and OC Pharmacists Association (OCPhA) requesting that the City Council waive the co-sponsorship policy regarding weekend use of a City facility to conduct their free Medicare Part D Education and Awareness event at the H. Louis Lake Senior Center on Saturday, November 17, 2018.
BACKGROUND

The written request was provided by Western University of Health Sciences, in collaboration with the Orange County Pharmacists and Orange County Council on Aging. Staff has verified that the Western University of Health Sciences is a non-profit organization.

 

The proposed event will be free to seniors in the community for an opportunity to meet with trained pharmacy students to maneuver through the Medicare Part D benefit so that seniors can choose the best prescription drug plan for their needs. The information seniors receive is unbiased and helps potentially save on the cost of prescription drug plans. 

DISCUSSION

At present, the City policy allows for co-sponsorship of events at City facilities Monday through Friday (8:00 a.m. - 5:00 p.m.). The Western University of Health Sciences in partnership with OC Council on Aging and OC Pharmacists Association (OCPhA) are requesting that the City Council make an exception and allow their group to utilize the H. Louis Lake Senior Center on Saturday, November 17, 2018, from 8:00 a.m. to 4:00 p.m., at no charge for only use of the room. The organization will be required to pay for the cost of set up fees and staff time that are a total amount of $333.
FINANCIAL IMPACT

The cost to waive the H. Louis Lake Senior Center room rental fees for co-sponsorship of the free Medicare Part D education and awareness event is $337 for a six (6) hour time slot. This event on Saturday, November 17, 2018 does not conflict with any scheduled or pre-scheduled events and therefore will not result in any lost revenue to the City.
RECOMMENDATION

It is recommended that the City Council:

 

  • Consider the request from the Western University of Health Sciences to waive facility use fees for a free Medicare Part D education and awareness event to be held at the H. Louis Lake Senior Center on Saturday, November 17, 2018; and

 

  • Provide direction to staff regarding how to proceed.
