| | | | | | | | OBJECTIVE
For the City Council to adopt the attached Grant Resolution and Project Assurances to accept funds for developing the City’s Local Hazard Mitigation Plan (LHMP). |
| | | | | | | | BACKGROUND
The Disaster Mitigation Act of 2000 (Public Law 106-390) requires local governments to develop and adopt pre-disaster mitigation plans in order to protect the City’s infrastructure and public health and safety resulting from the effects of a natural or man-made disaster. A Federal Emergency Management Agency (FEMA)-approved LHMP is required for the City to be eligible to receive funding for FEMA Pre-Disaster Mitigation and Hazard Mitigation Grant programs. The LHMP must be formally updated and adopted every five years to maintain eligibility for future grants. |
| | | | | | | | DISCUSSION
In December 2017, the City submitted a subgrant application for FEMA’s Hazard Mitigation Grant Program, administered by the California Governor's Office of Emergency Service (Cal OES), for the development of the City’s first LHMP. In June 2018, the City was awarded grant funding in the amount of $75,000 that will be used to hire a contractor to assist in the creation of the LHMP. An additional $25,000 City match will be met by budgeted City staff personnel time contributions towards the development of the LHMP. As a condition of receiving certain FEMA grant funds, a resolution and project assurances must be approved and adopted to enable the City to submit documentation and request funding from Cal OES. Staff recommends designating the Public Works Director, Water Services Manager and Environmental/Streets Manager as the authorized agent(s). |
| | | | | | | | FINANCIAL IMPACT
There is no impact to the General Fund. The estimated funding for FEMA Pre-Disaster Mitigation and Hazard Mitigation Grant programs is $75,000, with a local match requirement of $25,000.

| | | | | | | | RECOMMENDATION
It is recommended that the City Council:
- Adopt the attached Grant Resolution designating the Public Works Director, Water Services Manager and Environmental/Streets Manager as the City’s Agent(s) with the Federal Emergency Management Agency and the California Governor’s Office of Emergency Service, as required per the Hazard Mitigation Grant Program;
- Authorize the Mayor to execute the Grant Resolution;
- Authorize the Public Works Director to certify the Project Assurances; and
- Authorize the submittal of Project Assurances for Federal Assistance-Hazard Mitigation Grant.
